What is the Decree of Romulus?
The Decree of Romulus can be described as being the Romulan equivalent of the United Federation of Planets' General Orders. The Decree is the very heart of Romulan law and order, and continues to set the standard for which all Romulans should be judged. Upon the foundation of the Republic, the Decree has been slightly altered to reflect the governmental change, however the basis for this juresdiction remains practically the same.


The Decree of Romulus

We, the People of Romulus and Remus, in co-ordinance with eachother's common planetary juresdiction, seek order to form a more perfect Union, ensuring territorial soverignity, providing for the common defence, and promoting general welfare of our people(s), do ordain and establish this Decree for the Romulan Star Command.

Article One: Foundation

Section One: The Galactic Territory governed by the planets Romulus and Remus collectively, is hereby refered to and named as the Romulan Star Command.
Section Two: The Laws of the Empire, as written and dictated in this documentation (herein refered to as the 'Decree of Romulus') acts as the supreme authority over all of Romulan occupied territory and all individuals who permenately reside within this space.
Section Three: Amendments to the Decree of Romulus, may only be proposed by representatives of the Imperial Senate, and only then, may be acted on by a unaminous vote of the said body.

Article Two: Imperial Senate

Section One: All legistative powers shall be vested within the Imperial Senate of the Romulan Star Command.
Section Two: The Imperial Senate of the Romulan Star Command shall be comprised of members elected by the Imperial Praetor on advice by current representatives and must hold qualifications sufficient to commence Senitorial Duties, as dictated between the Imperial Praetor, the Imperial War College and Intelligence Academy.
Section Three: Elected representatives of the Imperial Senate (also refered to as 'Senators') are vested with said power as dictated in Article Four of the Decree of Romulus.

Article Three: Imperial Praetor of the Imperial Senate

Section One: All executive and judical powers shall be vested within the Imperial Praetor of the Romulan Star Command.
Section Two: The Imperial Praetor shall hold an indefinate term as a chairman of the Imperial Senate and may only be removed from power by resignation, death or by a unanimous vote by all representatives of governmental power as dictated in Article Five, Section Three.
Section Three: He shall be Commander-In-Chief of the Imperial Star Navy and Imperial Guard, unless such authority has been delegated to a representative of the Imperial Senate.
Section Four: He shall be Chairman of the Tal'Shiar, unless such authority has been delegated to a representative of the Imperial Senate.
Section Five: He shall have the power, to make diplomatic and political contributions on behalf of the Romulan Star Command, unless such authority has been delegated to a representative of the Imperial Senate

Article Four: Senatorial Authority

Section One: Representatives of the Imperial Senate act as a delegatory for the Imperial Praetor and are vested with the authority and power granted to them by him.
Section Two: In times of Imperial Senate Voting, all Senators are granted one vote to be contributed as deemed by themselves in the manner outlined and governed by the Imperial Praetor.

Article Five: Senator Removal

Section One: Any representative of the Imperial Senate, except the Imperial Praetor, maybe removed without warning, without Imperial Senate approval and without immediate explanation by the Imperial Praetor. A full explaination must be given to the Senator removed, and the citizenry of the Romulan Star Command, within one week of the incident.
Section Two: A total of one representative of the Imperial Senate may be removed within one month of a previous removal to prevent abuse.
Section Three: The Imperial Praetor may be removed by a unanimous vote by representatives of the Imperial Senate and by any individual holding the governmental power to vote towards this.

Article Six: Ratification

The Ratification of the convention between Romulus and Remus, shall be sufficient for the establishment of this Decree, on Stardate Five Three Four Nine Two point Eight (Terran Date: Twenty Third Day of February in the Year Twenty Three Seventy Nine).
