| The Romulan seat of power is centered on Romulus. It is a totalitarian government ruled by an individual called the Praetor, who is advised by an Imperial Senate. The Romulan Government is designed to use check and balances to prevent any one segment from seizing unwarranted power and endangering the system, with the Imperial Praetor having the most actual power. It is comprised of both military command members and civilian legion heads, and serves primarily as the legistative branch of the government. Its main duties include the implementation and enforcement of the laws passed by the Imperial Senate and of those outlined by the Praetor. |

The Imperial Praetor has veto power over all decisions, in effect acting as a separate branch of government himself. The Imperial Senate is the legislative body responsible for the proposal and passing of legislation. Members of the Imperial Senate are chosen by the Imperial Praetor and are vested with the delegatory powers offered to them individually. Pre-Republican Era, it was formed of an Upper House and a Lower House each with different responsibilites; but following the Great Senatorial Disaster, the reformation of our Empire has merged both Houses together to increase power within the government. |

The Imperial Praetor has primary responsibility for command, control and administration of the Romulan Star Command and implements military strategy, operational plans and requirements. The Praetor exercises virtually all of the powers under the Decree of Romulus. Responsibility on advising the Imperial Senate on all matters - including military/operational requirements, capabilities, options and the possible consequences of undertaking or failing to undertake various activities fall directly under the duties of the Praetor. He is accountable to the citizenry for the conduct of Romulan activities, as well as for the condition of the military and intelligence services of their ability to fulfill their commitments and obligations. |

By custom, acts as the Imperial Praetor in the latter's absence. As Chief of Staff to both the Imperial Senate and citizenry, coordinates cross-boundary issues, helps to resolve differences among Senators and provides support to the Imperial Praetor. As the senior resource manager on the Imperial Senate, he develops and oversees the Republic's strategic management and planning process and generates planning options and guidance to meet overall objectives. |

The Imperial Admiral handle the command and administration of the Imperial Star Navy. To accomplish this, the Imperial Admiral may suggest assignment or reassignment of both vessels and personnel in the fleet as needed. He can also recommend the placement and/or removal of officers holding positions in taskforce commands. Such decisions are made under the recommendation of the Imperial Admiral and with approval from the Imperial Senate. In addition, he is required to monitor external relations and evaluate the weaknesses provided by other fleets, in preparation for war. Whenever required, the Imperial Admiral advises the Imperial Senate directly on major military developments, both concerning the Romulan Star Command and Galactic Affairs. |
